[Intelmq-dev] Working on 1.0

I just released version 1.0.0.dev8, which can be considered beta state.

Small features can still get into 1.0.0, bigger ones will go into 1.1.

Concerning the branching changes see #1008 for a short summary. This is
based on the discussion in #650.
