[IntelMQ-users] Ending packages support for Ubuntu 18.04

Dear users,

I intend to give up the deb-packages support for Ubuntu 18.04, i.e. the
repository located at
http://download.opensuse.org/repositories/home:/sebix:/intelmq/xUbuntu_18.04/
Ubuntu Bionic behaves a bit different compared to it's newer colleagues
and needs workarounds, not only in the packages, but also in the
automated test chain[0]. I don't think it's worth the effort.

If you need that repository, please speak up *now*. Otherwise, I will
drop it end of June.

cheers
Sebastian
