[Ach] Git pull please - practical_settings refactoring

Dear,

I just split the practical_settings.tex in one file per subsection.  All
the subsections are now located in ./src/practical_settings/

Some file should be split further but at least we now have something which
is easier to handle.

Ter info, we have the following file sizes (in term of lines):

I will continue my work on cipher_suites.tex probably in the evening.
