[Ach] IRC

Hello,

I start looking at SILC.  Do we really need to include it on v1?

I mean:
1) silcd is not included in Ubuntu (seems it is in Debian);
2) I didn't found stuff that really need to be tuned

I can wrote the section but I'm not sure it should not be postponed to v2.
What's your opinion?
