[Ach] OT/RFC: rST-Based ACH-Document

TL;DR: Bit OT, New way to build the document. still hurts but may be worthwhile.

I've taken some time sprinkled over the last year or so to transform the latex-based doc
to a rST/Sphinx[1] based one. This resulted in a complete parallel directory hierarchy to  the
latex one[2].

Why?
- Less need for latex,
- but more importantly, easier output of html/epub/.... see attached

This is in an "early" stage but should make it easier for people to contribute, also easier
to put that thing online, also easier to have _copy&pasteable_ configs (which is a real pain with LaTeX).

There's still a lot to be done (actual config inclusion missing, for example) but this thing should get us started to discuss a bit.
